haveing problems with players

now i can tell when most are bluffing and some are hard to tell, but my problem is when someone posts a big blind and has crap for cards what would be the best way to play someone like this???? post and wait for the flop and nail him to a wall with a bet of 1/8 the pot when you got it made..
and why do players not take note of what card come up then call when someone has a flush :shock:
